Sally Blake Hooff was born in Scotland and emigrated to Canada in 1957. She studied at the Nova Scotia College of Art (now NSCAD) and the Montreal Museum of Fine Arts School of Art, then taught art in Halifax, Ottawa and Montreal. She has been a Prince Edward Island-based artist since the 1980s, running the Princetown Gallery with her husband Bill Hooff.
